There are a few potential problems:
- ESX may not be licensed with the vStorage APIs feature.
- The account used to connect to the VirtualCenter server does not have full administrative rights on the vCenter Server, or isn't member of local administrative group on the vCenter Server.
The DC boots up only in the DSRM and all services are not operational.
Make sure ESX is licensed with the vStorage APIs feature.
Make sure that the account used to backup the Virtual Machines has full administrative rights on Vcenter and is member of local administrator on that server.
Work with a standalone ESX/ESXi host that is no longer part of the vCenter (make sure that root password doesn't contain "&" symbol).
